Tax Reform Friends
It is very important that we continue to educate Members of Congress and their staff about the benefits of real tax reform—the FairTax. FairTax co-authors, David Burton and Dan Mastromarco, have tirelessly performed this task for over 20 years. David and Dan spent their early careers on Capitol Hill and in the executive branch and are credited with authoring major tax legislation in the past 30 years including:
• David authored the flat tax legislation based on the Hall-Rabuska proposal that was introduced by Senator Dennis DeConcini (AZ) and Senator Steven Symms (ID) in 1985.
• David and Dan co-authored the first national sales tax bill, the National Retail Sales Tax Act (H.R. 3039) introduced by Representative Billy Tauzin (LA) and Dan Schaeffer (CO) in the 104th Congress in 1996.
• Dan authored and led the fight for the first Taxpayer Bill of Rights in 1988.
• Dan and David are the co-authors of the FairTax (H.R 2525) introduced by Representatives Linder (GA) and Collin Peterson (MN) in 1999 in the 106th Congress
Highly skilled attorneys and much sought after experts in international tax and economic policy matters, Dan and David then combined their extensive talents and formed the Argus consulting group in Washington, D.C. They were instrumental in establishing Americans For Fair Taxation and the early years of the FairTax plan including producing several white papers on the FairTax, testifying numerous times before Congress and appearing on many tax reform panels.
Today, Dan is a practicing appellate court attorney based out of Annapolis, MD, and serves as a trustee for Americans For Fair Taxation. David is the senior fellow for economic policy at the Heritage Foundation in Washington, D.C. Dan and David are longstanding and loyal supporters of fundamental tax reform and have helped prepare the Washington think tanks and the Congress for real and comprehensive tax reform. They are to be commended and we thank them for all their assistance and support of both Americans For Fair Taxation and the FairTax Plan.
